Brief Description:

The China Center for Urban Development (CCUD), established in 1998, is a public institution under the National Development and Reform Commission (NDRC). CCUD specializes in policy research and decision‐making consultancy in the sphere of urbanization and urban development. Its major functions include 1) providing policy consultancy on urbanization and urban development to NDRC, relevant departments under the Central Government and the State Council, and local governments; 2) assisting cities and towns in formulating their plans for socio‐economic development, strategic development and land use; 3) providing guidance to its pilot cities and towns; 4) organizing relevant conferences and high‐level forums; 5) conducting international cooperation projects and training programs related to urban development; and 6) undertaking project presentations and urban marketing activities.

Brief Description:

Shanghai Tongji Urban Planning & Design Institute (TJUPDI), established in 1996, is one of the first domestic institutes acquiring the National Grade A Qualification Certificate of Urban Planning and Design from the Ministry of Housing and Urban-rural Development and National Grade A Qualification Certificate of Tourism Planning from National Tourism Administration in China. TJUPDI is the very external urban planning service platform of Tongji University.

Its professional performance covers a wide range of planning projects: Urban Strategic Development Study, Regional Urban System Plan, Master Plan and Zoning Plan, Historic Heritage Conservation Plan, Regulatory Plan, Constructive Detailed Plan, Urban Design, Landscape and Tourism Plan, Urban Green Space System Plan, Transport Plan, and GIS Development, etc.

Currently, TJUPDI has 400 full-time staff, including 80 senior engineers, 124 national registered urban planners and 5 foreign planning experts. TJUPDI keeps a wide and strong network in China, Russia, Viet Nam, Cambodia, Angola, Zambia, Nigeria and other parts of the world.

The National Institute of Urban Affairs (NIUA) is a premier institute for urban research in India supported by the Ministry of Urban Development (MOUD), Government of India. It was established in 1976 under the Societies Registration Act. The Institute’s Governing Council consists of 19 members represented by senior officials from the Government of India, eminent urban leaders and experts from varied background. The Urban and Regional Development Institute (URDI) is established in 1995 as an independent not-for-profit organization aimed at promoting sustainable urban and regional development in Indonesia.

Yayasan Inovasi Pemerintahan Daerah (YIPD) is a not-for-profit organization that focuses on delivering high quality, professional technical assistance to strengthen the managerial capacity of local governments in Indonesia in areas such as administrative management, strategic management and planning, organizational development, financial management, and thematic issues such as environmental and infrastructure. YIPD works at the national level (policy analysis) and the local level (technical assistance and training).

YIPD also offers a clearinghouse function for information about local government innovations and best practices throughout Indonesia. Brief Description:

The Town Development Fund (TDF) is an autonomous financing intermediary institution established by the Government of Nepal in 1989 with a long term institutional objective of becoming a self-sustaining and complementary part of intergovernmental fiscal transfer system. It finances municipal infrastructure development projects through its loan and grant funding and provides technical assistance to municipalities. After long years of modest activities, it is now facing with a fast growing portfolio expanded in the last 7 years. The total value of the 11 donor programs have reached NRS 6.8 billion; of these contracted for subprojects NRS1.7 billion and disbursed NRS 1.4 billion by the end of 2011. With technical and financial supports from donor partners (ADB, GIZ, KfW, WB/IDA), it has recently laid down the foundation of a major organizational, business, financial, and operational restructuring, which includes an approved strategic Business Plan, a 5-year Business Restructuring Action Plan, and a Workout Plan for problem loans; all of these are now under implementation.

• Visit of a mission of CDIA and TDF to Pokhara and Lalitpur for PFS on solid waste/urban transportation projects;
• Participation on NPOs regional trainings on CIIPP and PFS; participation in CDIA’s stakeholders forum;

Brief Description:

IPDF is the central Public Private Partnership (PPP) arm of the Government of Pakistan, operating under the aegis of Ministry of Finance. IPDF assist line ministries and state owned enterprises in structuring their projects on PPP basis. IPDF promotes participation of private sector in public development projects and acts as a bridge between public and private sector by facilitating infrastructure development under PPP methodology.

IPDF is actively engaged in transport and logistics, Mass Urban Transport, energy, social infrastructure.

• Support PFS by providing financial expertise and downstream financing via PPP;

Brief Description:

MaRGG is a private, non-profit organization established for the purpose of offering consultancy services to governments, local governments, international development agencies and other established institutions and corporate bodies, to promote and strengthen good governance in international and local administration.

MaRGG objective is to help the United Nations, international agencies, national and local governments and other clientele organizations improve their governance systems, support mechanisms and processes to be participatory, responsive, transparent, just and equitable. It helps these authorities adopt a realistic vision for the future of their areas of governance and formulate, implement and monitor development policies and strategies to transform their localities and areas of governance into effective, efficient and productive workplaces and habitats.

Towards this end, it engages in providing technical support to research, training, social planning, communications and capacity building that help develop and implement international and national level policies as well as innovative and experimental programme strategies.

Activities undertaken with CDIA:• MaRGG has entered into an agreement with UN-Habitat to field test the CIIPP Toolkit & User Manual ( already done)
• Based on the results to translate the Toolkit & User Manual into local languages i.e. Sinhala & Tamil (already done)
• Trained staff of the Local Authorites selected for the project to apply the CIIPP toolkit and prepare an inventory of prioritized infrastructure improvement needs.
Envisaged future collaborations:• Pursuant to the workshop on Regional Training for National Partner Organizations (NPOs) on Pre–Feasibility Studies (PFS) , 13-15 December in Bangkok, MaRGG forwarded a Proposed Plan of Action the together with the budget for CDIA approval. We await your response to that proposal.
• MaRGG will be continuing with the CDIA activities agreed upon with the UN-Habitat as per the agreement signed. Further, we would like to engage ourselves with future programs that CDIA would like to implement with Un-Habitat and MaRGG.

SEVANATHA was established in the year of 1989 as a local NGO in Colombo Sri Lanka. It was founded by a group of Grassroots Human Settlement Activists to assist urban poor communicates to improve their shelter and livelihoods. Since 1989 SEVANATHA has been engaged in its operational activities in Colombo and a number of other major cities in Sri Lanka.

Activities undertaken with CDIA:• SEVANATHA is one of the National Partner Organizations [NPOs] of the CDIA in Sri Lanka;
• SEVANATHA has been invited and a number of project staff has participated in capacity development training programmes, and in other CDIA events organized by the CDIA recently;
• SEVANATHA has seconded one of its’ Project Staff [Mr. Rohana Rathnayake] to participate in 6-month training in Manila under the Young Asian Professional [YAP] internship programme, which is promoted by the CDIA to build collaboration with NPOs.
• SEVANATHA has signed an agreement with the UN-Habitat to carry out Two [02] Workshops in Galle and Ratnapura cities in Sri Lanka, for the application of localized CIIPP Toolkit, which was developed by the CDIA.
Envisaged future collaborations:• Conduct Two [02] CIIPP Toolkit Application workshops in the cities of Ratnapura and Galle, Sri Lanka during the 1st quarter of 2012;

Academy for Managers of Construction and Cities (AMC), a professional agency of Ministry of Construction of Vietnam, specializes in training courses in home and abroad for managers and staff working in construction sector or training courses relating to construction and urban management for other managers and Vietnam municipal leaders. Up to now, it has been operating for over 30 years and is the biggest training unit for construction – relating staff in Vietnam.

Besides training courses, it has been carrying out many scientific research projects and projects on surveying the actual situations and demands of upgrading the qualifications of the staff….

The Academy has been received many awards from Ministry of Construction, Vietnam Government and is a high prestige to enterprises, managers.

Activities undertaken with CDIA:• As a collaborating partner taking part in joint and complementary capacity development program for city infrastructure development in Vietnam to support cities to bridge the gap between planning and investment;

Activities undertaken with CDIA:• Capacity developing trainings: UDA and CDIA had worked closely to do capacity building. Many officials of UDA had been attended in CDIA’s training courses that were conducted in Manila, Bangkok, Singapore etc.;
• One of UDA’s experts had been seconded to CDIA for a 6-month internship under the YAP programme in 2010;
• International experience exchange: CDIA had been involved in many seminars, workshop in terms of urban development holding by UDA;
• City scan: CDIA in close partnership with UDA are undertaking a so called city scan in 8 cities in Viet Nam with the aim to support these city governments to commission PFS on strategic projects in terms of their sustainable urban development.

The Vietnam Institute of Architecture, Urban and Rural Planning is a State organization under the Ministry of Construction in Vietnam with high quality skills and experiences in: organizing scientific researches; applying technological advances to serve governmental management in the fields of architecture and construction planning; conducting researches on preservation, conservation and development of Vietnamese architecture; carrying out relevant research on construction planning; organizing training courses, co-operating with foreign countries and propagating information on technological science in the fields of architecture and construction planning; offering consultative activities. VIAP operates a network of offices located in the three main parts of Viet Nam including Hanoi, Da Nang and Ho Chi Minh City with over 850 staffs. • VIAP continues to actively cooperate with CDIA and maintain a role as an official CDIA National Partner Organization (NPO) for the current phase of CDIA Implementation.
• VIAP is pleased to associate with CDIA coordinate local authority at cities in Vietnam in conducting case study to apply the guidelines of Pre-Feasibility Studies to translate Urban Development Strategies into Bankable Projects (PFS), prepare city Infrastructure Investment Priority Programs and integrate climate change issues (mitigation and adaptation) into local policies as well as develop capacities for cities in the area of sustainable urban infrastructure investment planning and development.
• VIAP proposes that CDIA provides the above guidelines with Vietnamese version so as to compile them into a book and deliver it to the State agencies for comments before developing it as legal documents.
• It would be great if the follow-up activities undertaken by CDIA will be held in Vietnam and VIAP headquarter in Hanoi would be the right place for these activities.

Brief Description:

The Development Strategy Institute is a national research institute under the Ministry of Planning and Investment (MPI). As prescribed in the Decision No 110/2009/QĐ-TTg by the Prime Minister, Development Strategy Institute has the following mandates:

- Research into methodology for the formation of socio-economic development master plan;
- Advisory to the Ministry of Planning and Investment on policies related to the socio-economic development master plan;
- Implement national socio-economic development master plan as well as the cross sectorial master plan like the infrastructure system;
- Consultancy services to local governments to create their socio-economic master plan;
- Capacity building for local civil servants on planning

Recently, DSI has contributed greatly to the socio-economic development policies in Vietnam. Notably, it was one of the main research institutes which actively prepared the National Socio-Economic Development Strategy for the period 2011-2012. DSI has implemented research projects for the realization of the socio-economic development strategy, namely Study on the Creation of National Integrated Infrastructure System for the Industrialization and Modernization of the period 2011-2012, Study on the Institution Reforming, and Study on Human Resource Development.

Besides this, DSI also develops socio-economic development master plan for special and regional jurisdictions.

Activities undertaken with CDIA:• Coordinating the NPO group;
• Adaptation, development of investment and project capacity building documents;
• Performing training courses;
• Rolling out CDIA and NPO core activities in Vietnam
Envisaged future collaborations:In the short term, DSI plans to fully absorb the CDIA methodology in project prioritization and capital mobilization, and enhancement capacity development of medium-sized cities in these areas.

In the long term, the cooperation between Vietnamese NPOs and the CDIA will aim to create higher capacity of small and medium sizes cities in Vietnam in terms of infrastructure project prioritization and easier access to project funding. This partnership will make policy recommendations to further increase the management capacity of urban authorities of medium-sized and large urban centers across the country.

Ultimately, project prioritization, investment programming, implementation, and access to capital investment of urban infrastructure projects in medium-sized and large cities in Vietnam will be made more effective and efficient.
